The main objective of the project is to enhance the quality of life for Persons with Disabilities (PwDs) and to promote their human rights by providing a reasonable framework for facilities and services for disabled persons so that they enjoy their rights and freedoms in line with the Convention Rights of Persons with Disability (CRPD).

HCAC proposes to improve the quality of services provided to PwDs in these institutions by developing a quality improvement system (QIS) based on international best practices in conjunction with stakeholders working with PwDs; The Higher Council for the Affairs of Person with Disabilities (HCD) and the Ministry of Social Development (MoSD).
