Vacancy (WASH-2) Subject Matter Expert
The Health Care Accreditation Council is seeking a highly qualified WASH Subject Matter Expert (SME) to support its project with the Ministry of Health (MOH) in implementing WASH FIT standards in two healthcare facilities.
Specific Tasks:
Review the assessment reports for both healthcare facilities to assess compliance with WASH FIT indicators. This includes one day offsite for report review, two days of onsite visits per facility, and one offsite day to compile infrastructure improvements, equipment, and detailed specifications for each facility.
- The WASH expert is required to support the HCAC team in incorporating all infrastructure improvement to the improvement plans prepared by HCAC, and in identifying the responsibilities, expected cost, and timeline required for each activity. This will require two days offsite for both healthcare facilities.
- Support the Ministry of Health in drafting the RFP to contract a contractor to implement the infrastructure improvement in the part related to defining the specific requirements and quantities according to the ones added to the improvement plans. This may require five working days, including attending some meetings with the MOH team.
Deliverables:
- A list of required infrastructure improvements, including definitions, specifications, and quantities for each healthcare facility.
- Improvement plan for each healthcare facility, detailing the necessary infrastructure upgrades to meet WASH FIT requirements and including responsibilities, expected cost, and timeline.
Qualifications:
- Educational Background: Bachelor's or Master’s degree in Public Health, Civil Engineering, Environmental Health, or a related field.
- Experience: At least 5 years of experience in healthcare infrastructure projects, particularly in Water, Sanitation, and Hygiene (WASH) standards, with a focus on the WASH FIT framework.
- Strong knowledge of WASH FIT indicators and proven experience in identifying infrastructure gaps and preparing detailed specifications and quantities for healthcare facilities.
- Ability to review assessment reports and integrate infrastructure improvements into facility plans.
- Experience in MoH team in preparing Requests for Proposals (RFPs) for infrastructure projects.
