Multiple “Subject Matter Experts” Needed

The Health Care Accreditation Council is seeking to recruit the services of qualified Subject Matter Experts to work on Strengthening Access to Quality PHC for Syrian Refugees and Vulnerable Communities in Jordan. The project aims to establish primary care standards and conduct health facility gap assessments in Jordan. This project aims to foster a more resilient, effective, and safer healthcare environment across Jordan through evidence-based standards development, assessments, and capacity building.

  • SME (Individual/Firm) - Architecture/Design, Ref.: SME-AD01
  • SME - Healthcare and Human Resources, Ref.: SME-HHR01
  • SME - Equipment/Supplies, Ref.: SME-ES01.
  • SME - Cumulative and Final, Ref.: SME-CFR01
  • SME - Translation Services, Ref.: SME-TS01
  • SME - Data Cleaning, Validation, and Preparation, Ref.: SME-DCVP01

Below are the SMEs needed, along with their responsibilities and qualifications:

  1. SME (Individual/Firm) - Architecture/Design
    • Reference: SME-AD01
    • Responsibilities:
      • Conduct literature reviews on PHC infrastructure and architecture.
      • Interview technical committee members and stakeholders.
      • Develop, draft, and refine criteria, standards, and minimum requirements.
      • Perform field assessments and finalize the checklist.
    • Qualifications:
      • Minimum 10 years of experience as a civil or architectural engineer in a healthcare setting.
      • Relevant experience with NGOs preferred.
      • Awareness of disability inclusion criteria.
      • Expertise in healthcare architecture and infrastructure design.
  2. SME - Healthcare and Human Resources
    • Reference: SME-MHR01
    • Responsibilities:
      • Conduct literature reviews on medical and HR management in PHCs.
      • Conduct key informant interviews with the technical committee and key stakeholders, as well as focus groups to discuss the first draft of the framework, revise, and give feedback on minimum PC requirements
      • Perform field assessments and finalize the checklist.
      • Develop and refine criteria, standards, checklists and minimum requirements.
    • Qualifications:
      • Minimum 10 years of experience as a physician or in public health.
      • Expertise in health system planning and HR for health management, and primary healthcare services.
      • Relevant experience with NGOs preferred.
      • Managerial experience desired.
  3. SME - Equipment/Supplies
    • Reference: SME-ES01
    • Responsibilities:
      • Conduct literature reviews on PHC medical equipment and supplies.
      • Develop and refine criteria, standards, and minimum requirements.
      • Perform field assessments and finalize the checklist.
    • Qualifications:
      • Minimum 10 years of experience in procurement, supply chain of medical equipment in healthcare facilities or PHC.
      • Relevant experience with NGOs preferred.
  4. SME - Information Management System
    • Reference: SME-IMS01
    • Responsibilities:
      • Conduct literature reviews on PHC health information systems.
      • Develop and refine criteria, standards, and minimum requirements.
      • Perform field assessments and finalize the checklist.
    • Qualifications:
      • Minimum 10 years of experience in health information management and IT systems for health.
      • Relevant experience with NGOs preferred.
  5. SME - Cumulative and Final Report
    • Reference: SME-CFR01
    • Responsibilities:
      • Write the final assessment report and develop a database of gaps in PHCs.
      • Prepare and present analysis reports stating patterns, trends and performance, that help stakeholders understand data-analysis steps and make informed decisions.
      • Ensure data privacy and security compliance.
    • Qualifications:
      • Postgraduate degree in healthcare-related fields (doctoral preferred).
      • Minimum 5 years of experience in research.
      • Technical writing experience.
  6. SME - Translation Services
    • Reference: SME-TS01
    • Responsibilities:
      • Provide English to Arabic/Arabic to English translation for SOPs, standards, and guidelines.
      • Proofread and edit final documents.
    • Qualifications:
      • Health-related degree with medical translation experience.
      • Medical translation certification preferred.

 

  1. SME - Data Cleaning, Validation, and Preparation
    • Reference: SME-DCVP01
    • Responsibilities:
      • Use advanced tools to collect data from multiple sources.
      • Design and maintain database systems, including creating, updating, reading, and deleting databases.
      • Collaborate with team members to enhance processes and propose system modifications.
      • Clean and maintain data using programming languages, resolving errors, and preparing data for analysis.
      • Review reports and performance indicators to identify and correct data issues.
      • Troubleshoot data-related issues, ensuring information security and compliance with data privacy.
    • Qualifications:
      • Graduate degree in an analytical/statistical subject (e.g., economics, statistics, mathematics) or relevant certification.
      • Minimum 3 years of experience as a data analyst.
      • Experience with database design, data management, and segmentation techniques.
      • Knowledge of software engineering methods.
