Purpose of the Consultancy 

The Health Care Accreditation Council is a not-for-profit organization based in Jordan, specialized in improving quality and safety in health care facilities, services and programs, and fostering patient-centered care through developing internationally accepted standards, developing, and implementing quality management systems, building the capacity of administrators and providers as well as awarding accreditation and monitoring compliance.

 The Health Care Accreditation Council is seeking to recruit an International/ Regional Consultant to support its engagement with the “Enhancing the Rights of Persons with Disabilities and their Access to Services in Jordan (ERAS)” Project; a one-year project, which is funded by Christian Blind Mission (CBM) and implemented in the partnership with the Higher Council for the Rights of Persons with Disabilities (HCD) 

The consultant will assist in the review of community-based inclusive development standards to ensure the standards are internationally acceptable and meet the best practices considering the existence of best national practices. 

Background

In pursuit of the Higher Council for the Rights of Persons with Disabilities to ensure the quality of inclusive community development programs that are implemented through civil society organizations throughout Jordan. The Higher Council for the Rights of Persons with Disabilities has collaborated with the Health Care Accreditation Council to provide the necessary technical support for the purposes of developing community based inclusive development standards which will include a package of rehabilitation services ( e.g. physiotherapy, occupational therapy, speech therapy) and family counseling services and special education and vocational rehabilitation programs that guarantee persons with disabilities integration into society and the achievement of equal opportunities. The standards will be developed in a participatory manner under the supervision of a technical committee with representation of relevant stakeholders. 
The project aims to promote the rights of persons with disabilities and their access to services in Jordan aims to achieve a better level of access for persons with disabilities to comprehensive, high-quality, institutional, and home rehabilitative community services, through the development of inclusive community development standards in line with the Rights of Persons with Disabilities Law No. 20 of2017. 
 

Qualifications and Experience

  • Qualified to work in the community rehabilitation services to enhance the access of persons with disabilities to services (as per qualifications by way of education (university degree in a relevant field and a master degree is preferred) , and/or training and experience.
  • At least 5 years of experience in community rehabilitation (Community-Based Inclusive Development) services.
  • Has a minimum of 5 years’ experience in developing and/or reviewing standards.
  • Has a minimum 5 years’ experience with the national and international organizations (e.g., UN, USAID, UNFPA, CBOs, INGOs , etc.)
  • Has excellent knowledge of human rights' concepts and their correlation with disability inclusive development and their applications.
  • An understanding of the Jordanian context is an asset.

 

Skills:

  • Excellent command of English language both spoken and written
  • Proficient computer skills including use of Word, PowerPoint, and Excel
  • Excellent interpersonal and communication skills
  • Teamwork skills

 

Work to be performed

The consultant is expected to:

  • Review the Community-Based Inclusive Development Standards draft that is being prepared based on the local taskforce recommendations to determine whether they are based on current evidence-based guidelines, accepted internationally, and are programmatically sound.
  • Provide feedback with track changes or via inserting comments. When deemed necessary, clarifications of expert’s comments or recommendations will be captured via phone calls or emails. An electronic copy of the material for review will be sent in English using MS word format.

Deliverables 

  • The Community-Based Inclusive Development Standards edited with the consultant ’s recommendations and comments.

Contract Duration (Days): 3 -5 Days during the period of 20 July 2023 to 20 August 2023 
Primary Location: Jordan-Amman
Place of assignment: From her/his current location
Travel N/A: The Consultant is not expected to travel.
