Subject Matter Expert (Consultant)
The Health Care Accreditation Council (HCAC) is seeking to establish a roster of qualified Subject Matter Experts (SMEs) with demonstrated expertise in healthcare operational efficiency, performance improvement, utilization optimization, cost reduction, and value creation to support current and future HCAC technical and advisory assignments.
The experts will support HCAC in assessing healthcare organizations, identifying operational inefficiencies and financial leakage, optimizing the utilization of resources, and developing evidence-based improvement opportunities that translate quality improvement into measurable operational and financial value.
Selected experts will be engaged on a part-time, project/assignment basis, as needed, depending on HCAC's technical and advisory requirements.
Required Qualifications and Experience
Applicants should possess the following qualifications and competencies:
- A Master's degree or higher in Healthcare Management, Health Administration, Business Administration, Operations Management, Industrial Engineering, Healthcare Quality, Finance, Public Health, or a related discipline.
- A minimum of ten (10) years of relevant professional experience in healthcare operations, performance improvement, quality management, utilization management, healthcare consulting, or related fields.
- Demonstrated experience in healthcare operational efficiency, process optimization, cost reduction, resource utilization, or performance improvement.
- Proven expertise in one or more recognized improvement methodologies, such as Lean, Six Sigma, Lean Six Sigma, Kaizen, or other process improvement methodologies.
- Demonstrated experience in identifying and quantifying cost savings, financial leakage, waste reduction, productivity gains, capacity improvements, or return on investment (ROI) in healthcare settings.
- Proven ability to analyze operational and financial performance data and translate findings into quantifiable improvement opportunities and practical recommendations.
- Demonstrated experience working with healthcare organizations, preferably hospitals, laboratories, healthcare networks, or other complex healthcare systems.
- Strong analytical, problem-solving, and process-mapping skills, with the ability to identify root causes and develop practical improvement interventions.
- Excellent communication and presentation skills, including the ability to present findings and recommendations to senior healthcare executives and leadership teams.
Applicants are not required to meet all the qualifications above; strong experience in one or more of these areas is sufficient to be considered for the roster.
Preferred Qualifications
Preference will be given to candidates who have:
- Demonstrated experience delivering measurable financial savings or operational improvements in healthcare organizations.
- Experience in hospital capacity and utilization optimization, including operating rooms, clinical services, diagnostic services, equipment, or workforce utilization.
- Experience in revenue cycle optimization, claims management, inventory and supply chain efficiency, medication management, or laboratory operations.
- Recognized professional certifications in Lean, Six Sigma, Kaizen, healthcare quality, operations management, or related disciplines.
- Experience working with Ministries of Health, private hospital groups, healthcare networks, international organizations, or healthcare investors.
- Experience developing or implementing healthcare performance improvement frameworks, business cases, or value-realization programs.
- Regional experience, particularly within GCC healthcare markets, is an advantage.
Evidence of Experience
Applicants should be able to demonstrate a proven track record of measurable results through previous assignments. Examples may include:
- Documented cost savings or financial benefits achieved.
- Reduction in operational waste or inefficiencies.
- Improvements in service utilization, productivity, throughput, or capacity.
- Reduction in revenue leakage, claims denials, or avoidable costs.
- Improvements in workforce or asset utilization.
- Healthcare transformation or operational excellence projects.
- Relevant case studies, publications, or technical reports.
