Subject Matter Expert (Consultant)

 

The Health Care Accreditation Council (HCAC) is seeking to establish a roster of qualified Subject Matter Experts (SMEs) with demonstrated expertise in maternal health, epidemiology, and public health research to support technical assignments related to maternal health surveillance, data analysis, and evidence generation.

Required Qualifications and Experience

Applicants should possess the following qualifications and competencies:

  • A Master's degree or higher in Public Health, Epidemiology, Biostatistics, Maternal and Reproductive Health, Medicine, Obstetrics and Gynecology, Health Sciences, or a related discipline.
  • A minimum of ten (10) years of relevant professional experience in public health, maternal health, epidemiology, health systems research, or health information systems.
  • Demonstrated experience in managing and analyzing health datasets, including data cleaning, validation, quality assurance, and interpretation of complex health information.
  • Proven expertise in epidemiological and statistical analysis using software such as Stata, SPSS, R, or equivalent statistical packages, with advanced proficiency in Microsoft Excel.
  • Strong understanding of public health surveillance systems, maternal health indicators, mortality surveillance, and internationally recognized methodologies and classifications used in maternal health and epidemiological reporting.
  • Demonstrated experience in developing high-quality technical reports, surveillance reports, scientific publications, policy briefs, or other evidence-based publications.
  • Excellent analytical and critical thinking skills, with the ability to translate complex findings into clear, practical, and evidence-informed recommendations.

 

Preferred Qualifications

Preference will be given to candidates who have:

  • Experience working with national health institutions, Ministries of Health, international organizations, or development partners.
  • Demonstrated expertise in maternal mortality surveillance, reproductive and maternal health, public health surveillance systems, or health services research.
