Subject Matter Expert (SME) – (HCAC-6) E-learning Content Development

 

 

The Health Care Accreditation Council (HCAC) supported by UNFPA is seeking for Subject Matter Experts (SMEs) with demonstrated experience in transforming technical and healthcare training materials into engaging, interactive e-learning content.

The selected SME will work closely with HCAC's technical team to convert existing training materials into storyboard-ready scripts and provide guidance on the most suitable instructional and multimedia approaches to maximize learner engagement.

Scope of Work

The SME will be responsible for:

  • Reviewing existing training materials and learning objectives.
  • Transforming instructor-led training into self-paced e-learning modules.
  • Developing detailed storyboards and narration scripts for animation and multimedia production.
  • Recommending appropriate instructional methods for each topic (e.g., animated videos, interactive scenarios, quizzes, knowledge checks, branching activities, case studies, motion graphics, and infographics).
  • Advising the production team on visual concepts, learner interactions, and sequencing of content.
  • Reviewing draft animated modules and providing technical feedback to ensure content accuracy and instructional quality.

Required Qualifications

Applicants should possess the following qualifications and competencies:

  • Bachelor’s degree or higher in Instructional Design, Medical Education, Public Health, Education, Health Sciences, or a related field.
  • Minimum of 5 years of experience in instructional design, digital learning, or capacity building.
  • Previous experience in developing and/or delivering Gender-Based Violence (GBV) training programs for healthcare professionals, is preferred.
  • Demonstrated knowledge of Jordan's national GBV guidelines, protocols, and referral mechanisms, is preferred.
  • Demonstrated experience in converting classroom-based training into interactive e-learning modules.
  • Proven experience in developing storyboards and scripts for animated or multimedia learning products.
  • Strong understanding of adult learning principles and instructional design methodologies.
  • Experience working with healthcare, public health, or quality improvement programs is highly desirable.
  • Experience developing healthcare or public health e-learning courses.
