Background
Following the success of the previous 12 Change Day initiatives, the Health Institutions Accreditation Council (HCAC) is launching the 13th Change Day initiative, scheduled for September 17, 2026, coinciding with World Patient Safety Day, launched by the World Health Organization (WHO).
The 2026 Change Day will focus on “Safe Care for Noncommunicable Diseases – Safe Care for Life”, emphasizing the importance of safe and integrated care for patients living with chronic diseases across the healthcare continuum.
As part of HCAC’s Change Day communications, a wide range of digital and print materials will be produced. Preparation for these publications and online materials requires professional services in content generation, graphic design, layout design, illustration, media management, photography, and videography.
HCAC seeks professional companies to provide high-quality digital campaign and media design services, ensuring timely and effective implementation of the initiative.
Objectives :
goal of the 2026 Change Day is to increase public awareness and engagement among healthcare institutions, health care providers, patients, and the broader community on the importance of safe care for noncommunicable diseases (NCDs) and to emphasize its effect on the healthcare journey within institutions. Noncommunicable diseases are chronic medical conditions that are not transmitted from person to person. Examples of NCDs include cardiovascular diseases (such as heart attacks and strokes), cancer, diabetes, and chronic respiratory diseases (such as asthma and chronic obstructive pulmonary disease).
Participation in Change Day 2026 will be in the form of pledges from healthcare workers, institutions, and community members, who will then put them into effect on the day of the event.
This year, Change Day will focus on “Safe Care for Noncommunicable Diseases” for the following reasons:
- Raise global and local awareness of risks of preventable harm in NCD care across all healthcare settings, emphasizing the complex care needs of patients and families.
- Mobilize governments, healthcare organizations, professional bodies, and civil society to implement sustainable strategies for safer NCD care as part of broader patient safety and quality initiatives.
- Empower patients, caregivers, and communities to actively participate in safe care practices through education, awareness, and engagement.
- Advocate for strengthening research, training, and innovation in patient safety related to NCD care.
Scope of Work:
HCAC is seeking a professional layout and digital media company under a Short-Term Agreement to provide high-quality design and media services. Under the overall supervision and guidance of the Communications Unit, the company will provide professional design and digital campaign services, including the following:
- Design Event Materials
- Website sliders and banners
- Event logo and branding
- Facebook/Instagram profile picture and cover
- 20–30 social media designs
- Roll-ups, flyers, pins, posters, balloons, billboard banner and other digital/print materials
- VIP Pledges Design: Create a standardized template to feature VIPs’ photos, names, titles, and their pledge texts, suitable for posting on social media (for approximately 80-100 VIPs).
- Create Awareness Video
- Produce a creative and engaging campaign video (60–120 seconds) highlighting the 2026 theme, including full video production from concept development to final delivery, such as scriptwriting, storyboarding, filming, editing, motion graphics, and professional voice-over (if required).
- Social Media Moderation
- Moderate HCAC social media pages (Facebook, Instagram) from July 1 – October 1, 2026, with full-day coverage (8:30 AM – 10:00 PM) on Change Day September 17, 2026
- Podcast Production (Optional)
- Produce a short podcast episode highlighting the campaign, interviews, or educational content (30-45 minutes)
- Content Creation
- Develop engaging digital content aligned with the 2026 theme for social media, newsletters, and online platforms, including proofreading and quality assurance of bilingual (Arabic–English) content
- Media Relations
- Manage relations with TV, radio, and online media to secure coverage before, during, and after Change Day
- Final Report Design
- Layout and design a professional report summarizing campaign implementation, impact, and media coverage
- Production of Pre-Recorded Videos (Optional)
- Take existing pre-recorded video materials and enhance them for professional use, including editing, color correction, motion graphics, subtitling in Arabic and English, and adding voice-over narration if required, ensuring the final output is polished, engaging, and aligned with the 2026 theme.
Notes:
A- On-time delivery is crucial, along with responsiveness and flexibility throughout the project.
B- Draft designs must be shared with HCAC for review; feedback must be incorporated during the process of finalizing deliverables.
C- Deadline for receiving proposals: 5-5-2026
D- Validity of the offer: Your proposal must be valid for 150 days from submission deadline
Skills Required:
- Minimum 5 years of experience in digital and print campaign design, including web content, social media graphics, and publications.
- Proven experience working with national and international organizations.
