Job Vacancy Announcement-Job Advertisement: Fundraising and Donor Engagement Specialist–Health Workforce Upskilling

The Health Care Accreditation Council (HCAC) is seeking to recruit a dynamic, results-driven, and highly connected professional to support its efforts in securing funding for health workforce upskilling initiatives across Jordan and the region.

This role is designed for a high-potential individual with strong donor engagement, proposal development, and business development capabilities. The successful candidate will be responsible for identifying, approaching, and securing funding opportunities from foundations, donors, development agencies, corporate social responsibility programs, philanthropic organizations, and other potential partners interested in strengthening health sector capacity.

The position will focus specifically on mobilizing resources for programs that upskill health sector employees across a wide range of technical and professional areas, including quality improvement, patient safety, infection prevention and control, clinical governance, leadership, digital health, data use, primary health care, health system strengthening, and other areas aligned with HCAC’s mandate and expertise.

Key Responsibilities

The selected candidate will be expected to proactively map and pursue funding opportunities from local, regional, and international donors and foundations. They will build and maintain strong relationships with potential funders, understand donor priorities, and translate HCAC’s technical strengths into compelling funding concepts and proposals.

The role requires excellent proposal writing skills, the ability to prepare concept notes and full proposals under tight timelines, and the capacity to coordinate quickly with technical teams to develop strong, relevant, and fundable submissions. The candidate should be comfortable working in a fast-paced environment where quick turnaround, strong follow-up, and high-quality written outputs are essential.

The candidate will also support the development of a donor pipeline, prepare tailored pitch materials, track funding opportunities, manage communications with potential partners, and help position HCAC as a leading regional partner for health workforce development and capacity building.

Required Profile

HCAC is looking for a professional with demonstrated experience in fundraising, donor engagement, proposal development, business development, partnerships, or resource mobilization, preferably in the health, development, consulting, education, or nonprofit sectors.

The ideal candidate should have excellent English and Arabic writing skills, strong communication and presentation abilities, and a proven ability to develop persuasive proposals and donor-facing documents. They should be well-networked, proactive, organized, commercially minded, and able to move quickly from opportunity identification to proposal submission.

Experience working with international donors, foundations, development agencies, philanthropic institutions, or CSR programs is highly desirable. A consulting background is considered a strong asset, particularly for candidates who are used to fast-paced assignments, structured thinking, proposal writing, and client-facing work.

Key Qualifications

Candidates should have a university degree in a relevant field such as public health, health management, international development, business administration, communications, economics, or a related discipline. A postgraduate degree is an advantage but not mandatory.

The candidate must demonstrate strong writing, research, networking, and project development skills, as well as the ability to understand technical health sector priorities and convert them into attractive funding opportunities.

Personal Attributes

The successful candidate will be ambitious, entrepreneurial, persuasive, and highly responsive. They should have the confidence to approach senior stakeholders, the discipline to follow through on leads, and the maturity to represent HCAC professionally with donors, partners, and foundations.

This is an opportunity for a motivated professional to contribute directly to strengthening the health workforce and improving the quality and safety of health services across Jordan and the region.
